The TCSD Board of Trustees has voted to defer the Fire Master Plan until a later date.

Disturbances and vehicle accidents were addressed by the SLO County Sheriff and the California Highway Patrol.
TEMPLETON — On Tuesday, August 3 at 6:15 p.m. for closed session and 7 p.m. for open session, the Templeton Community Services District conducted its regularly scheduled meeting.
The meeting started with President Debra Logan changing the order of the topics on the schedule, shifting the Fire and Emergency Master Plan to the final item.
Following that, the board received a presentation from San Luis County Sheriff Commander Michael Manuele on disturbances in the Templeton area. There were 469 calls and 238 reports for the Templeton area. There were two assault and battery calls, two disturbances, three burglaries, and ten theft calls. In July, the County received 236 reports about fireworks, including 38 in Templeton.

Director Pamela Jardini asked the Commander about flying flags from the bridge, which is legal in cities but illegal in unincorporated regions. The Commander had never heard of the code before, but he would check into it. The issue from residents, according to Director Debra Logan, is mostly for safety, since individuals holding the flags are not standing on a curb, but rather in a bike lane.
Officer Stewart of the California Highway Patrol (CHP) gave the following lecture. There were 62 accidents in the region, including 9 on the highway and 15 on Templeton’s surface streets. There have been 1060 enforcement encounters, including 68 on the highway near Templeton and 20 on Templeton local streets. Since 2019, the number of infractions has almost risen, but the number of 100+ violations has decreased.
With Director Geoff English absent, the consent agenda was adopted without debate by a 4-1 vote.
The next item on the agenda was to transfer cemetery authority to the Local Agency Formation Committee (LAFCO). The District sought to activate its Cemetery Power in 2006 to help the Templeton Cemetery District with cemetery management. LAFCO authorized the power’s activation, and the District provided accounting and bookkeeping services, as well as assisting Templeton Cemetery District clients, as part of an arrangement with the Cemetery District. The Cemetery no longer required TCSD’s help in 2012, and TCSD has not been engaged in the Cemetery’s operations since that time.
General Manager Jeff Briltz said he sees this as more of a housekeeping issue, but the cost for processing the application to make the motion final was still up for debate.
The proposal received support, but since the District was unwilling to bear the cost, it was decided that Briltz would return to LAFCO to indicate his interest in LAFCO bearing the cost.
The Fire Department Master Plan was then started by Fire Chief Peterson. As Templeton Fire & Emergency Services approaches its first year of 24-hour manning, they recognize the need to remedy existing Fire Station and Apparatus inadequacies. AP Triton performed an assessment of existing and future equipment requirements and made suggestions on the best course of action. Some things need action from the board, while others do not. An enlargement of the Fire Station is one suggestion.
The staff recommended that the report be accepted and that a bid be put out for a space planner/Architect to provide a preliminary design and cost estimate for the Fire Station extension.
The items in the plan were all deemed necessary, but due to financial concerns, the plan was changed to use the assessment plan and direct staff and the fire committee to respond to the constraints and funding sources recommendations, and prioritize the recommendations, while the final master plan was still being developed.
A motion was made to accept the conclusions of AP Triton’s assessment plan for Templeton Fire and Emergency Services and instruct staff to issue a request for qualifications for a preliminary design for fire station expansion. The aim of creating a master plan is still a long way off.
The motion received a 5-0 vote.
The General Manager’s report then discussed the water units that had been approved, with the remaining five units awaiting official approval. The remaining five units have until August 12 to finalize the deal.
The next meeting will take place on Tuesday, August 17 at 7 p.m., and the agenda will be posted on the district’s website.
